En brand anläggs i Folkets hus i Surahammar. Av en slump sover vaktmästaren över och blir innebränd. Genom ett vittnesmål riktas misstankarna mot Ismail, en invandrare som driver en av ortens pubar. Han saknar alibi och har dessutom ett starkt motiv genom att en nyöppnad pub i just Folkets hus håller på att konkurrera ut honom. Ismael döms till fängelse. Elina Wiik kopplas bort från fallet och får i stället ta hand om fallet med en person som rapporteras saknad. Mannen verkar vara en hederlig familjefader, djupt engagerad i en frikyrklig rörelse. Men Elina börjar snart misstänka att det finns dolda hemligheter i familjen och misstankarna förstärks när mannen hittas mördad. När hon sedan upptäcker att en av sönerna i familjen är huvudvittnet mot Ismail och att det finns uppenbara orimligheter i utredningen, inser hon att ett justitiemord begåtts. Hon kopplar ihop de båda fallen, något som kommer att utsätta henne för livsfara.
