Kongen er bortført af Troldkællingen og i hendes magt. Fra den anden side af havet bekriger hun Riget og vinder stadig frem.
I Riget hersker Dronning Ursula. Riget har strenge regler for flygtninge, fattige og rige. En grusom lov siger at det tredje barn i hver familie skal afleveres for at opretholde samfundsordenen. Det har Visdomstræet bestemt i tidernes morgen. Nogle få ved hvorfor.
Troldmanden Jakob hjælper Ursula med at holde sammen på Riget og kender sandheden om børnene. Jakobs selvbyggede insekter patruljerer Riget og i Troldkællingens land og indsamler billeder, som kommer til live i troldmandens værksted. Intet undgår insekternes overvågning.
Harald er Ursulas livvagt og elsker. Han undrer sig over hvad der sker med børnene. Men Ursula vil ikke fortælle det. Da Harald omsider finder ud af hemmeligheden om børnene, indser han at Riget bygger på et fundament af barbari.
"Folkemøg" er en litterær fantasyroman om magtens grusomhed og folkedybets destruktive brutalitet.
