In February 1936–Nick’s old nemeses, Black Dragon Toshio Miyazaki of Japanese Naval Intelligence returns to San Francisco. He enlists a traitor to steal top-secret US Naval Codes. Nick joins a naval intelligence team with a mad plan. They would race Miyazaki to China in a new Sikorsky S-43 amphibian and confront Miyazaki using Nick as bait.
