A story about telling stories?

If you're looking for things like plot and character development...keep looking. I gave this 2 hours at 1.5 speed to....get around to development and it's just a bunch of people way below average intelegence telling what they see as fascinating antedotes. The lead character is apparently aging as the story continues, but shows no signs of maturing because so much time is given to random idiots making excuses to fail at life. The 'magic' doesn't appear to have much of a system at all and when it happens its presentation is so weak you're inclined to think the lead is just delusional because his grandma was crazy and he's just never going to emotionally mature bast a mental age of 8. Since everyone appears to be a bumbling idiot you don't even have hope that the setup for recovering from childhood trauma will happen because a strange birth apparently justifies being a lifelong underachiever with delusions of significance because of reasons the author doesn't feel like giving a bare minimum exposition to cover. It's like someone told the writer to 'show don't tell' and the writer interpreted that to mean 'tell don't tell'.
