This 6 part series by Jesse Morrell is on the Governmental Theory of the Atonement. Jesse also evaluates Penal Substitution over against the Governmental View. Notable other Christians who have held to the Governmental View are: Albert Barnes, William Booth, Jonathan Edwards Junior, Charles Finney, possibly Leonard Ravenhill, and some believe even Jonathan Edwards himself held to this view.
