    Working shootings and car accidents, Steven Kelly slops up limbs to keep a roof over his head. He wants the American dream, ridding himself of his divorced, one-room apartment existence.


    With an abundance of limbs, the mean streets of Chicago have been good to Steven. And when he meets Lisa, true love has found him for the first time.


    Chicago's windy city politics derail everything instituting sweeping laws, reducing speed limits on expressways below 100 mph and increasing police presence to reduce shootings.
