本書のタイトルは、司馬遼太郎氏が1986年から「文藝春秋」に連載したコラム「この国のかたち」(後に『この国のかたち』文藝春秋)を踏まえたものである。明治国家が日露戦後に変質していった理由を司馬氏は、統帥権独立の法解釈の暴走が鍵とみた。その際の「国のかたち」とは、国柄、国の成り立ち、政治文化を意味する。
本書は、毎日新聞に月1回連載されたエッセーとコラムを中心に構成され、「国家と国民」「東日本大震災」「天皇と天皇制」「戦争の記憶」「世界と日本」を論じている。
本書の文章が書かれたほぼ10年という時間軸は、その入り口と出口において尋常ならざる経済的な危機に刻印された時期となった。
2021年5月18日に内閣府が発表した2020年度のGDP(国内総生産)は、世界的に感染拡大した新型コロナウイルスの影響もあって、実質伸び率でマイナス4.6%を記録し、比較可能な1995年度以降最大の下落となった。これは、リーマン・ショックに伴う世界的な金融システムの混乱に揺れた2008年度より悪いことを示している。
2010年から現在に至るまで、その時々の「今」を見つめる際、1930年代の日本の外交と軍事を専門とする著者が脳内で参照するインデックスは、必然的に1930年代の歴史ファイルとなる。この1930年代の危機とは、世界的規模における経済的危機であり、英米ソ日などが角逐する極東の軍事的危機でもあった。期せずして、最適の引証例になったのではないか。
危機の時代には、国家と国民の関係を国民の側から問い返し、見つめ直すことが必須である。そのためのハンドブックとして、本書を使い倒していただきたい。
