NSA(国家安全保障局)、ロシアのFSB(連邦保安庁)やGRU(参謀本部情報総局)、あるいはウクライナのGUR(国防省情報総局)やイランの「イスラム革命防衛隊コッズ部隊」、イスラエルの「モサド」や「シンベト」、中国の「公安部」や「連合参謀部情報局」、北朝鮮の「国家保衛省」や「偵察総局」といった各国のインテリジェンス組織だ。
ここで言うインテリジェンス組織とは、国の安全保障のために情報を収集・分析する情報機関のことで、彼らは諜報機関でありながら、同時に相手陣営を惑わしたり誘導したりする秘密工作機関でもある。
自国民を監視・弾圧する独裁国家では、しばしば恐怖の「秘密警察」の顔も持つ。
こうした組織の活動は非公開が原則なので、あまり日々のニュースでは報じられないが、現代の国際政治では非常に重要な役割を担っている。
こうしたインテリジェンス組織の仕組みとウラの活動に目を向け、国際報道で漏れ伝わる関連情報を繋ぎ合わせることで、現代国際政治の深層の一端に迫ってみたいというのが、本書をとりまとめた目的だ。
情報戦という言葉自体はよく聞くが、現実の国際紛争で実際のところ、それはどうなっているのか。具体的な紛争の局面での動きを追ってみようと思う。(はじめにより)

帰国後、月刊『軍事研究』記者、『ワールド・インテリジェンス』編集長などを経て軍事ジャーナリストに。
著書に、『北朝鮮に備える軍事学』『イスラムのテロリスト』(講談社)、『日本の防衛7つの論点』『謀略の昭和裏面史』(宝島社)、『イスラム国の正体』(ベストセラーズ)、ほか多数。
