The hows and the whys still eluded me

“The harder you throw yourself at something, the harder that something’s going to push back.”
Book 3 branches out on tangents as multiple POVs appear and the story backtracks and circles back. Meanwhile, a lingering frustration was the absence of an antagonist beyond the nebulous Echelon.
Why did the Echelon begin the apocalypse? What was the point of the cloning and experimentation?
How did Rhona’s connections work? So many questions and only some answers that I’m not sure
I really understood. But, was I not entertained? I upped my rating from the last book purely based on bonus points for the original twists and interesting ending.
