Meandering storyline with too many characters to get overly interested

Second, third etc: Claire retired, then begged to head up a special ops team in the FBI. Why then is she constantly getting threatened with shut down of the unit and under constant scrutiny when she was given this task force to run? The story of her boss Hightower constantly getting flack from the "higher ups" does not keep track with this special unit existing. I find it very frustrating to listen to Claire getting yelled at all the time when they begged her to do this job.
