Taking advantage of the worldwide Blackout, the Travelers from the planet Schyllus unite the nations of Earth into a single supernation called Pangaea, governed by the World Council. Travelers dominate the World Council, and have surreptitiously placed Travelers in strategic positions in the government, military, and society. But are the Traveler's intentions for Earth good or evil?

Simultaneously, the world's elite have established themselves in 144 utopian cities scattered throughout the globe, declaring their independence from Pangaea in utter defiance of the World Council.
