Intime, par ses fonctions, de l'ensemble du personnel politique, Alexander Werth raconte les ralliements spectaculaires à ce qui va devenir Vichy. Pendant que la guerre fait rage, se déroulent les accommodements quotidiens et lâches d'une élite exclusivement préoccupée par son confort. De plus, Alexander Werth raconte la rue, les Parisiens.
