  • Nei primi mesi del 1860, archiviata la Seconda guerra di indipendenza, la geopolitica italiana si è enormemente semplificata. Il Regno di Sardegna nel Nord ovest, gli austriaci nel Nord est, il papa al centro, il Regno delle due Sicilie al Sud. E’ il tempo di rifiatare per preparare il balzo successivo, che, comunque, non è previsto per il futuro prossimo: senza la Francia, scacciare gli austriaci dal Triveneto è impossibile; sempre la Francia protegge il potere temporale del papa e, quanto al regno delle due Sicilie, un detto diffuso all’epoca lo ritiene sicuro, protetto per tre lati dall’acqua e per un lato dall’acqua santa, cioè dallo stato della chiesa, amico e innocuo.
