    Then, on the rest of the menu, a federal judge refused to dismiss a lawsuit alleging that Florida has violated the Endangered Species Act over an unusually high number of Manatee deaths; the Bureau of Land Management announced they have finalized a plan to add Oregon, Idaho, Montana, Washington and Wyoming to its existing Western Solar Plan, adding over a million acres from Oregon alone; and, California water regulators are cracking down on a second farming area in the San Joaquin Valley for failing to take adequate steps to curb depleting underground aquifers.
