Wenda Williams is just a girl when her father is killed, and the fishing industry in Polperro village is destroyed by a terrible storm. Her mother, Tamara, joined by the other widows, takes her and her baby brother Ollie to London. Here, Tamara becomes a fishwife selling fish in the London markets.

Wenda soon settles into the lively London street life and makes firm friends with Jonty Blake, the mischievous son of a neighbouring stallholder. When Jonty leaves London to become an apprentice in Scotland, Wenda is heartbroken. Not long after, Wenda loses her mother, and for a time, she believes her life will never amount to more than a series of misfortunes.
