La novela comienza con unas celebraciones populares, a causa de la epifanía de 1482 en el Palacio de Justicia. La historia gira en torno a la gitana Esmeralda, que predice el porvenir y atrae fatalmente a los hombres; a Quasimodo, un deforme joven campanero de Nuestra Señora, de fuerza hercúlea y en cuya horrible fealdad esconde un corazón sensible; y al archidiácono Claude Frollo, padre adoptivo del campanero.
Frollo, quién es atraído por la bailarina, pide a su protegido Quasimodo que la rapte. Sin embargo, la intervención del capitán Febo de Châteaupers impide la consumación del secuestro y lleva a Quasimodo a la condena del suplicio público. Razón por la cual es azotado en la plaza, y recibe todo el odio y los insultos del pueblo, que lo detesta por su fealdad. Quasimodo pide agua y la gitana Esmeralda sube al patíbulo para calmar su sed. A partir de este gesto Quasimodo siente un agradecimiento y un afecto enorme hacia la gitana por su piedad hacia él, ya que no estaba acostumbrado a ser bien tratado.
