There's No Dialog - It's like a summary of a story

Great potential, but it was hard to get into this story because it was written as if looking down at a city from an airplane. You can see what's there, and some of it may be pleasant to look at, but you don't see the detail of what is actually happening. You see the big picture but not enough detail. I suggest it be re-written as story from the main character's view but as it is happening. More detail is needed to pull the reader into the story. Let the reader feel what the characters feel by placing the reader in the story.
