I grænselejren Germanica II på kejser Neros tid bor Severus Livius Secundus. Han er søn af den romerske senator, der er øverstkommanderende i lejren, og sammen med vennen Felix kommer Severus ud for lidt af hvert.
"Min ven Felix" består både af en række sjove gavtyvehistorier fra de to drenges venskab, og samtidig giver bogen et spændende indblik i livet i en romersk grænselejr i Tyskland. Jørgen Munck Rasmussen, født 1949, lærer og produktiv dansk forfatter til især historiske romaner. Hans store interesse er det antikke Rom og middelalderen, og han har da også flere studieophold i Italien bag sig, men det nordiske islæt i romanerne fornægter sig ikke. Han har skrevet drama, egnsspil, revykomedier og revysange - blandt andet til Holbergteatret. Jørgen Munck Rasmussen er dybt engageret i samfundsdebatten og har forfattet en række samfundskritiske indlæg i landets aviser, blandt andet „Børn er livets mening", „Den lille terrorist" og „Der var så dejligt ude på landet."
